Not true. They allow transfers under certain conditions and $100 transfer fee.
I do I use both WHMCS and Blesta
And sure if I could get it from you that would be great don't know how outdated old one is since it appears Hostbill licenses are by definition owned(as of right now at least)

You can change name and address /email after transfer .Not sure if it violates their TOS ,buy hey they keep changing that every other day along with pricing .

Or even if you do, it's still cheaper till a certain number of tickets. Also, a normal license doesn't have lifetime unlimited tickets either, right?
If you don't open ticket - you won't receive a support and with billing system without quick support... Let's say it's a catastrophic scenario.
By the way, if you plan to do some custom development with HostBill, you will need to prepare additional 999 USD for Devkit access.
Lol, yeah but after 1st year or after 10 tickets, you have to pay that amount in all scenarios.
Hostbill is an expensive app, I'll give you that. But at least it has support for may more platforms than WHMCS currently does.

That's why for small fry like us, at least we should get the license second hand and pay for the rest as any regular client, when need be.
