Network Spam [HELP]

Hello LET,

i have a problem.

I've got a Hetzner dedi with IP 88.99.218.XXX.
Now i've got this traffic:

On the left side are the source ip's and on the right side the destination ip's.
The destination ip's are not from my server but from another server in the same network.

Is it some sort of broadcast traffic? I can't drop this damn incoming traffic but i want to!
Traffic is peaking to 350 mbps incoming.

I've wrote a abuse message but the owner of this ip's only says that it's legal traffic, nothing changed.

What can i do?
