ZA ISPs peer off most traffic in UK, so this one is very simple. Anything UK with LINX and ideally DECIX + AMSIX.
Local Hetzner easiest but IS also does colo/servers (and others) - local (IX) traffic is generally free and unmetered if you negotiate a bit. Your budget of 35x should be per day then though.
Something like that would be great.

All of them are uncapped. Customer can spike to all available CPU resources on the node. In case all Customers would use 100% of what they are paying for, the Customer would get the guaranteed cycles as the minimum.
