I could do our KVM1024 package with 20% off (KVMH20) and double the RAM/take disk up to 60GB for you.
@Oliver won't be cheap, but pingtime will kick ass!
1) Speedykvm Seattle is $2/GB-ram-month; no monthly billing for SEA-KVM under 6GB though.
SEA-SSD 31 1 (E5-2630 v4 2.2GHz) 2GB ECC 28GB SSD 10 Redundant 3TB 10gbps 2x to A+B Pwr Seattle, WA $12/3mo

176ms from Vultr,SYD http://ping.pe/10gseattle.incero.com
Finding that amount of SSD storage in that budget is the difficult part.
If you can squeeze into 28GB, this is the best deal out there.
2) There's a nice $9 tier.net 4GB SSDkvm offer that @sin ordered and received after 24hrs, but otherwise a great value deal.
(yearly discounts too)

You could order their Bend , Oregon DC option
LG page for same DC http://lg.or.iwfhosting.net/
184ms max ping from Vultr sydney.
Their Psychz Dallas option is 187ms from Vultr, Sydney.
LG: http://lg.texas.psychz.net/
It's the one option that has DDOS protection (10-20 gbps max)
What sort of ping are you looking for to Australia?
For web development hosting. So around max 250ms but I know I can get around 180ms to Los Angeles
If it's just for development you probably don't need such high specs. I would open a sales ticket with RansomIT to see what @Oliver can do for you.
@VortexMagnus
2TB data for 'development hosting'?
Thanks for the suggestions to those who suggested Ransom IT but I am not in a race to the bottom so the OP would need to adjust budget if wanting this hosted in Australia (regardless of provider choice I think).

I not only use for it development hosting but also for hosting numerous websites that get a fair bit of traffic(100 people a week or so). I want the bandwidth so I don't have to worry about capping.
Our ovh bhs location is 200ms to Auckland New Zealand. But I would love to offer you what you wanted in our aus location, however that's going to take a while. Also, 2tb in aus for $7 is not even close
What do you use now? 100 people per week shouldn't use more than 5GB/month
Currently across the 3 servers I have used 150gb in the past 2 weeks. I do also backup some websites daily as they are long term projects that I don't want lost. Also I am not saying I need 4TB as I did in my original post just it seems standard for US VPS servers so I wrote it down. Probably safe to say I will require 500gb a month.

Wank flasher alert. Nobody should even click on your obfuscated aff link.

Vultr has a Sydney location with enough bandwidth even in the low end plans, but the ram and ssd you want start around $20/mo. Maybe you could reconsider those requirements. What part of AU do you want to reach? Singapore might be better than western US. For your backups, you could possibly use remote storage. Anyway your $7/mo figure doesn't sound realistic.

Second plan, 10 aud or 7.5 usd/month. Additional hdd space at 1 usd/10gb/month iirc.
The ssd space is very very fast, the hdd speed is very slow (due to ALL default installations having their swapfile provisioned on the hdd...)
Edit: Just read the ddos protection requirement. That's lacking here.
