Considering your budget you might get an OpenVZ VPS. For xen/kvm VPS, you will have to raise your budget. You can have a look at, MilesWeb OpenVZ VPS plans.
We can do what you want for $29.99 per month if you don't need SSD.
It has to strictly be within USA and SSD? Or could other locations work for you?

Linode offers almost exactly that for exactly the same amount per month. Great network, uptime, support and reliablity.

There's also SpeedyKVM V-DEDICATED servers. Insane specs, never used them personally. check out SSD-3, SSD-4, SEA-SSD 33, SEA-SSD 34. They might be able to tweak the plans slightly to fit your needs better.

IMHO, I would take the @GM5 offer. Got a server atm running Windows as a remote desktop and its working very well. Support got my order up and running very fast, and are even reinstalling the OS for me now as Server 16 doesnt work with HyperV on these processors. 10/10
