This is not true, it depends on the setup. Be sure your crons are running:

Have you already tried debugging the WHMCS cron using the console/ssh of your server?

Its a shared provider so no ssh
Like many said open support ticket to WHMCS, if they won't pinpoint issue and tell that it's probably regarding CRON on your server, just submit a ticket to your hosting provider. Believe me, providers do not bite, don't be afraid of asking help of them. If they will not be able to help they say so
