Not really. I live in Norway and they are pretty bad.
My best choice would be http://proisp.no, they are really nice people but expensive.
https://servetheworld.net/en-us/ is the most popular choice for people outside Norway. They are pretty cheap compared to everyone else but support is slow.
OneProvider has a Norwegian location, I think this is your best option if you're on a low budget.

I have a larger NO footprint in Terrahost also for some VPS providers and my own usage - works fine, cheap for NO, even traffic is not THAT expensive. Free BGP also.
Used Servetheworld before, also nice, but a bit more on the expensive side.
Terrahost is iirc own DC, Blix and Servetheworld are rented space in a carrier (= likely better) DC.
Are you looking for colo? One server? One rack? 10 racks?
digiplex.com is the one all the smaler hosts colo at in/around Oslo. ServeTheWorld, Nordkappnett, etc colo there.
Terrehost.no owns their own DC in Sandefjord.
Agdernett.no has a DC in Kristiansand.
StayOn.no has a DC in Ålesund.
Bluefjords.com has a DC in Gaupne. (This is where I colo)
Webhuset.no has a DC in Bergen and Oslo
Dataoppdrag.no has a DC in Bergen
greenmountain.no has one DC in Rjukan and one in Rennesøy, this is where banks etc is colo'ing.
Then you have telenor.no and tdc.no, if you have $$$$$$...
Yes, they use terrahost. I already used estnoc but I did not like the stupid and arrogant support.
