Do you need it for proxy servers?
Maybe, some does but a strict and reasonable Reason is required (if you need IPv4), but I don't think you will get IPv4 for Proxy Servers at that cost.
For IPv6 you are/will overpay if you need $0.5 per ip.

Sure, but $10 says it's abusive. Not many providers are gonna want that on their network when you justify your IPs.

what's the price and the detail of the server with 20ip or 50ips?
Misterhost.de recently increased price from 0.25€ to 0.50€ - that's the lowest I saw recently, however I doubt that they (or almost anyone) would give you 20+ IPs per VPS but you can try http://www.webhats.net/ - they advertise at WHT packages with 16 IPs per VPS.
I suggest you up your capital a bit. Given the shortage of IPv4, I don't think this price is realistic anymore.
We'll give 20 or 50 IPs at $1 each on any of our plans. Our standard TOS applies.

50 * $1 = $50
Well the only way to get 50cents per ip is to share with few other users 3 to 5. I know a windows host that uses teamviewer in order to save cost of ip but the ip is shared with a few users on the node
