Starter of what? Paid hosting or for hobbyist?
for selling web hosting as a hobby and with around 50 customers?
Boxbilling is free.
Thehostingtool (only works for cpanel so far i know)
You want to sell? You know the process where you take people's money and personal info and in return you give them service? If that's the case, get yourself something that has been proven to be most reliable. Which would be whmcs.
You don't want THT anymore.
If the $15/mo WHCMS license in what makes or breaks your budget for a business you should probably nix the idea right now
Boxbilling = garbage
Use WHMCS, you won't regret it.
