Internet-related resources(domains, hostings, etc.) are quite expensive within China, haven't seen any LEB behind GFW as far as I can recall.
And maybe you could check sinoservers, though not at a LEB price, I haven't used their servers so no comment here.
Also, It'll be much more easier if you are able to read Chinese

@unused If you are somehow able to read Chinese you can have a look at aliyun and grandcloud, I can't find English page on their site, nor do they seem to accept paypal
hichina has a Eng page and do accept paypal, but I'm quite sure they are on a high price level.
I'd go with something on the US West Coast or somewhere else in Asia
In China, the use of websites(domains, hostings) need to use ICP filing, filing needs China authentication(ID card) photographs and other information. Otherwise you will not visit the site, in a black list.
If you put no web content on the server(not able to visit your server via http/https, not sure about ftp), ICP cert is not a must

Yees in Taobao there are some, while those shared IP LEB will drive you mad.
Actually yes, the ICP is only limited to local Chinese, i have asked about relevant authorities, they are also unsure if foreigners need to have an ICP.

@stack neither aliyun nor grandcloud support paypal, they support Alipay instead, thus they are not designed to be sold to foreigners

We have talked to some providers, only to be told that there's still no policy on selling native hosting services to foreigners.

I saw the title, and I got curious on the actual possibility of having a LEB from within the great firewall of China, since it seems like it would be pricey normally with all the requirements and paperwork to operate a website/server from within. (Would appear they really don't like non-chinese from owning anything within China).

Hrm, while I've never had the need to have a website within China, I've always seemed to hear that Singapore was the next best thing if you needed good ping/latency to Chinese visitors.
Yes, the best 4 choice are Hong Kong/Korea/Singapore/Japan
Taiwan also could be considered if you get enough money in pocket.
