If you want to use PowerDNS then you want a master / slave setup like this:

I believe so, come to think of it SolusVM has a powerdns guide with MySQL replicating the records:
http://docs.solusvm.com/powerdns and should work standalone and then use it with PowerAdmin if required

You can also use Webmin/Bind, it has the easiest replication and master/slave setup. Just a few clicks
In PowerDNS I have the options of adding a master zone and adding a slave zone. How would I get the master to sync with the slave?

The webmin option doesn't look bad actually. How would I get them to sync with each other though if I had webmin installed on both ns's?

Bind9 + rsync + LEB (<256mb) = win
You'll probably want to use rsync via cron and reload named after
