A Client Portal for Tutoring Business

Hello Everyone!
As some of you may know, my Business Partner and I are starting a small Tutoring business here in the UK. We offer online and offline tutoring. However, we want to find a system that allows us to manage our clients whilst giving them an area where they can pay their invoices and contact us easily (like a ticketing system).
I've tried using WHMCS and Blesta for this but, as they are designed for Web Hosting, they don't work how I would like them.
Does anyone know of any systems similar to WHMCS or Blesta which is not designed for Web Hosting?

What do you want the system to do that those billing systems didn't offer?
It was mainly due to the systems constantly referring back to Web Hosting when setting up the products etc. If my business partner is using the system, it has to be easy and simple for him to use or he will struggle. Also, WHMCS is quite hard to easily customise.
What about Shopify? I remember reading about a CRM feature.

How would I bill the clients though?
PayDeck would work for that. It's currently in private alpha stages though.

@david_reid I think you could do this with a generic CRM.
I would look at https://wordpress.org/plugins/wp-crm-system/ https://wordpress.org/plugins/metrilo-woocommerce-integration/ (uses https://www.metrilo.com/pricing).
For tickets, https://wordpress.org/plugins/wp-ticket/.
Use woocommerce for invoicing as I feel that is the best route for payments.
https://wordpress.org/plugins/wp-invoice/ is also an option but I think woo* is likely better.
