For windows game server you can purchase e3 server with 16GB or 24GB RAM from any good company like comforthost but I recommended their Orlando/Las Vegas server location only because of other location like Chicago/Buffao is hosted on world's worst datacenter.

Had clients use them for gaming before. Shoved an SSD in for cache and he was fine
a SSD will not improve cpu speed nor CPU performance.

Anyway. Most non shitty codes games like Arma run well on the 'old' CPUs.

E3 has its own set of advantages Dual L5520 has its own so Not a crap IMO
it may improve loading of the actual apps but the actual performance of the game server (cpu intensive) itself will not change.
i run a few game servers myself and would never dream of using one of those shitty L series CPU's

It's very crap for what game servers need, i.e single thread performance this is where haswell E3 wins
I've seen plenty of Minecraft servers run 'OK' on Dual L5520s
However, when they run on E3s, there is a noticeable performance difference. Both will get the job done though
