I do not see it as overselling as you might understand. I see it as a smart utilisation of free resources. But only if your approach is going to be putting new customers on servers as far as it's not bogged storage, computing power, memory and network,etc. -wise.
So, there is no one ideal ratio for that in my understanding.

We only used to do that (LOL). Where I w,ork at, we've decreased overselling to 0% and switched over to KVM.

Anyone can oversell, but it isn't true overselling until you go overkill (1000 8GB VMs in a 1GB KVM VPS you found off the Internet)
While you're at it, make the 1000VMs fight for that one IP, oversell disk space by 1000GB+ and give 10000% more bandwidth (100TB+) than you actually have.
