True promotions are rare in the sense that they prices are often ridiculously high anyway, yes. But also in the sense that no one really matches the already established cheap offers.
Just because something is a "loss-leader", doesn't mean it's a good deal. With established providers offering 1€/GB, I really don't expect any offers that are actually good deals.
But feel free to tag me if you see 1€/2GB ;D
