Try opendns. I used to have issues connecting to various domains, this has happened with my ISP's dns and google's dns. Switched to opendns and never had any issues.

Yep, evobilling.com is up here now too - using OpenNic servers. DE still down, but they do say that it would take a little while to rebuild the drive array.

Both ns1.virtwire.com and ns2.virtwire.com are returning both A and NS records for evobilling.com. The WHOIS record reveals these two name servers. The parent TLD reveals the same, and the IPs listed at the parent TLD match that of the NS records on both name servers.
The probability of this being an issue with your computer, network, or ISP is extremely high.
I think you can moved away this forum and contact directly the ONLY person that can help you, which is not LowEndHelpdesk.
