If u can prepay for a year then we can do this for you with 2 cores.
As you didn't specify how much disk space, what kind of disk, which CPU and what kind of RAM.. I think 4 vCores of an VIA Nano, 500MB "disk" space on a CF Memory card with 512MB and DDR1 RAM should be possible. Of course it's heavily oversold and the machine will freeze when executing a "clear" because the required RAM cannot be allocated but anyway.
