Must be KVM! Should be with at least 1 core and 512MB RAM.
Torrents should be allowed.
The ISP must has at least one of these (TeliaSonera/Tinet(GTT)/TaTa/DTAG) peering.

XEN-HVM, HyperV as well as VMWare support custom kernels! You can easily install your own operating system via remote console.
All that shit is so rare, and most likely it won't be cheap (and each comes with its own pecularities and complications), so it's easier to just say "KVM".

@XIAOSpider97 That's the VIA Nano box with the stats I posted above - it works great, I have 5 of them. But I got the old special, which is a 160GB HDD not 500GB SSHD, so it'll work even better with the newer drives.
The bottleneck for torrenting will obviously be the weak cpu. I reached ~40mbytes/s (~320mbit) upload or download with r(u)torrent.
Yes, the CPU will be the bottleneck, that's why I wasn't thinking of getting a VIA NANO...
I think for the price it's a pretty good fit for OP. No VPS provider would let you fully utilize a core, I prefer it because I can abuse it without any issues - it's slower but dedicated.
The Avoton is going to be way better, but it's also double OP's budget. The Dedibox SC comes in at <$7/mo. Whereas the Avoton is closer to $18/mo. I've seen it burst over 200mbps but then I usually see I/O issues, since I'm not pushing a single file - that's a combined speed from dozens of files.
well for 10$ don't expect much... your best bet will be online.net via nano boxes (don't forget the special package to use the specific cpu part for security calculations, that unlocks the potential of the chip and with 1TB drives (old config) I've had 400mbps+ throughtput (8 of these boxes got me to my first petabyte).
