At that pricing? The closest bet is OVH/SYS or Online.net. I can't think of anyone else at that pricing.

I can do deliveries on E3's pretty much instant on IPMI. if your interested..

Take a look at Dacentec's L5520. Not that 24 cores but 16 cores at a bit higher price but mind blowing support & real 24 hours delivery.
Already have a server with them, not performing to speed however.

That is what I've said in my previous comment. The deal is Dual Xeon X5650. One processor equals 6 physical and 6 hyper threaded cores. So that processor got total of 12 cores (including virtual)
So there are two of them. 12 physical and 12 virtual.

There are 6 cores per X5650 and "2 logical cores per physical core" so technically you can say a Dual Xeon X5650 has 24 cores. It may make more sense to say "12 cores / 24 threads" though.
