I do not have any leased IP transit services in Germany, however I can suggest you take a look at euNetworks.

I've used services on euNetworks and it was very efficient/stable. Colocation/BGP services would be possible where they have PoPs.
Billing can be per Mbps or at 95%, depending on contract.
Accelerated DE may be able to offer such services too.

Many DCs in Germany buy IP-Transit from the big (mostly international carriers) like Level3, Tata, Telia, NTT, GTT, Cogent, HE or Deutsche Telekom. But there are many other small to medium companies offering IP-Transit as well. This are some of those which seem to be active mostly in Germany:
1Gbit in DE/AT runs for around 1000EUR.
10G runs for around 10000EUR.
20G around 20k, for further figures just assume 1EUR/Mbit.
HE is the cheapest carrier (0.7EUR/Mbit @ 10GE) and DTAG is the most expensive (5EUR/Mbit @ 1GE).

Which datacentre? Some sites have stupidly expensive cross-connects which pushes pricing way out of line on GE/10GE
