Since you can split the resources up into more than one server, I think it is worth the extra $2 for more resources and that ability.

If you want a XenServer based solution, we can probably help at the 1GB level for this budget. HA compute and HA storage, quite good for this type of application.
BitBucket has unlimited private & public repos for free if you can live with up to 5 users in your org.

I used to self-host too, and then they introduced this pricing and... no reason to do it any more.
@deadbeef - You can also self host with Stash which is quite pleasant. We use that internally.

It is very nice indeed. Around two years ago I was using it along with Jira etc (they had a yearly bundle for $50). I did not renew because:
a) Java beasts, they were taking ~3G of Ram
b) Upgrading due to security exploits. Not something I'm fond of and Docker wasn't available at the time (in which case, I would care less).
At some point I also tried Facebook's Phabricator. It's not there yet. Then Atlassian decided to drop BitBucket's prices to compete with GitHub and ... it fits my needs perfectly.
I know - Java is epic pain. We use JIRA too, in fact we seem to use a lot of Atlassian products - Hipchat, Confluence (extensively) and JIRA capture.
Bitbucket is good, we've used it with some external companies. Its fast and reliable.
