(WTB) Highly reliable VPS
Switching over from Wordpress.com because they're being a douche.
Looking for a VPS that's less than 20 USD yearly.
Criteria:
+Most importantly, I need a reliable host. #gvh
+Low latency to Asia, specifically Singapore. - That pretty much exclude the EU.
+Min 512MB RAM. The site has quite a bit of traffic, so 512MB is quite essential for a wordpress.
+15GB+ HDD - No need SSD, HDD with cache would be good enough.
Please give me some suggestions!
P.S. I have server management knowledge, don't worry about that. Only used wordpress.com because I couldn't be bothered to set one up.

@jonchun Ramnode is one. I personally use Ramnode (15USD Yearly) but it doesn't fit my requirements this time. It has dispropotionately more disk space than RAM.

The $12/yr 512MB is short on storage (10GB), but the $24/yr 1GB has 15GB. Been reliable for me and based in Seattle, so it's a pretty good location for Asia.

It says $10 a year, but it's actually $12 due to a recent price increase.
Seems http://littlehappycloud.net/ Singapore is out of stock at this moment. I have been using them (NL location) for six months, InceptionHosting is reliable enough, it's value for money.

EDIT: I personally use DigitalOcean for any WP sites that I host, they're pretty decent.
For good latency to singapore and reliable that budget is going to be abit hard.
I personally use DO, LSW,Vultr,Inception LES. but i think most exceed your budget.
LA could be good but latency will be around 180+ - 200+.
Why VPS? Why not a normal shared hosting account?
Better isolation from noisy neighbours and more importantly, better protection from retarded providers.
The last time I used a shared hosting I was kicked off for "high CPU and bandwidth usage".
I'd also like root access, that's why.
You might want to increase your budget then.
LA's your best bet, reliable and $20 yearly don't really work well together
Or @sijie123 could try LittleHappyCloud SG (when its available again), and maybe get suspended for abusive CPU and/or disk I/O usage?
LHC SG is the only cheap solution if a really low latency connection is needed, though.
Anyway, on LHC SG, I run my cron backup job that causes peak 20mb/s disk I/O for a minute or two every hour, basically compressing a folder filled with Git repos and uploading them to Amazon Cloud Drive, that doesn't seem to get me suspended (just yet?)

Get a VPS in LA
HostUS is a great company cheap,reliable,amazing service and support 11$/year or 12
and use CF for some DDOS and CDN protection
or get a 256 MB vps Hostus at Hongkong $25/year that will give you some routing benefits

LA would be good for serving stuff to SG, though.
CF is fine, but if OP wants to burn some money, he could maybe get something else 2-3 hops away from local users if it makes such a big difference... EdgeCast (via JoDiHost) sounds fine.
I get 150-160mbps from EdgeCast CDN, when I was downloading firmware files via direct URLs, through my PC, I would prefer them over CF in the future when I want to push something important to production.
i created a page rule to cache everything under a particular url then i place things like script and other there so when i request they are lightning fast but regarding OP's requirement i would suggest some thing in LA that's the best any one can do at this point
