Budget - 400$

    cPanel license for dedicated is $30/month, so better look for VPS and not dedi.

    @lookingfordedi my signature , located in Romania, and you need to pay for cpanel license 14 $/mo more (its a vps) about 205 euros/year

    What kind of specs are you looking for? SSD or HDD? How much ram?

    As @rds100 said, you don't quite have the budget for a dedicated because your licensing will take nearly your whole budget.

    cPanel dedicated - Even at a low $30/mo, is $360/year. You're renting a full E3 box for $40/year? ($3.33/mo)

    That's not the point though. He says WHM/cPanel included on a dedicated server offer, so I think it's only fair to assume it's a dedicated license?

    I won't comment on your clear "maturity" in the posts following the one quoted, however, I don't pay full price for cPanel also. You think you're special? Most people don't have to pay full price.

    Congratulations, I'm not also, I do colocation, but I don't go around trying to rub people's noses in it.

    He could also easily get MSDN they give free licenses, but regardless...

    You're not going to get a dedicated server from a provider that will be around in a few months at that pricing. Even if you run OVZ on your dedicated server and get a cPanel VPS license, you're still looking at a budget of $20 (or so) a month for a pretty weak server. Your best bet is to find a VPS. However, you didn't really specify your requirements, so it'd be near impossible for anyone to come in and make a good offer for you.
