offer me the cheapest VPS you know of
interested in trying/finding new hosts to start the new year out fresh, so i'd like the absolute cheapest VPS there is. purpose is to find good hosts to later purchase larger plans with.
i don't care what hardware specs other than at least 1 ipv4. it can be whatever billing period as well. thank you, LET community!

I see the problem with your plan...
None of the good hosts is the absolute cheapest. There are hosts that are very cheap - e.g., BuyVM, SecureDragon, RamNode, there are others but those are my faves - but they are not the absolute cheapest. You should instead just concentrate on finding good hosts.

There is cheap. There is reliable. Cheap and reliable is very rare indeed. By reliable, I mean:
The VPS stays up. Nobody is perfect, but I can cite far too many examples of Really Bad (tm).
In the rare event that the VPS does go down, service is restored quickly. Again, stuff happens, but I can cite far too many examples of companies (who are active here!) that take your money but have many customer VPSs with downtimes of days, weeks, and even months. (There seems to be an inexhaustible supply of customers who buy VPSs without looking for reviews first.)
Network, CPU, and disk I/O may be slow, but they must be useable. Basic system services should never block or cause timeouts.
I have inexpensive VPSs from several high-quality suppliers. I signed up when they were first starting out and offered low prices. Now that they have established reputations (or were bought by larger companies with good reputations), those low prices are gone for new customers. My VPSs are "grandfathered" at the low rates. Some of the VPSs offer much higher performance now, because the acquiring companies moved them to better servers.
Perhaps the best strategy is to carefully analyze offers from new companies and sign up for the ones that look promising. Keep good offsite independent backups because some of the VPS providers will dead-pool (or you may wish that they had!). Ruthlessly drop them if anything seems amiss.
The ones that remain may be your perfect long-term, low cost winners.
Note to the wary: I believe that it is much more difficult to start a new VPS provider and succeed, compared with only a few years ago. The competition is widespread and fierce, and established providers have figured out how to use long-term agreements to squeeze profits at price tiers below the costs faced by less-experienced startups.
