The lowest 256mb listed there is $3.50/month.
If you ask nicely they might be able to set up on a montly basis with a extra charge that still keeps it below 3usd month like they did for myself.

Reason you aren't going to find this is because the margin on that is too low... you can pay yearly and get it way low if you wanted though. (If you can't pay yearly for less than $3.50/mo how do you buy a domain name?)
