I'm looking for 2gb of ram, I don't really care about space nor how good the CPU is.

If you raise your budget a little @seriesn nexusbytes budget 2gb kvm plan is $5 per month ($60) per year but they are reliable.

I may never had a foot on Europe but as an option it would be fine. As long as if I'm capable of communicating with it.
