As others said $20/y is not going to happen. Don't think you will get below $50/y as long as you want a VPS attached to the storage.
Storage server with php 7.0, not sure what you gonna do. But most storage VPS offered cheap doesn't have good cpu/memory.
Even for shared hosting 1TB isn't going to happen at 20$ per year.
You're asking for 33% under @cociu most INSANE storage offer in history. ($15/6mo)

Still difficult but watch for specials. They will likely be VPS. Shared hosting plans generally aren't aimed at people who use that much storage. In fact plans priced that low will be mostly intended for backups and static storage, and have crappy performance at as live servers. You'll have to at least double your budget again to get anything decent, other than occasional promos.
I believe this is per month. Earlier he said he'd offer $200/yr. He can almost get a KS-2E for that.
Oh, $20/month is much more than needed. I would say low priced storage VPS on LET runs from $5 to $10 a month for 1TB. Virmach.com just announced some starting at $7 a month:

@Shirakun2, you should say what location you want. There are better offers in EU than in the US, it seems to me. If 750gb is enough, UltraVPS has a 12 month plan for 4 euro/month (around $5):

These are images or the like, that you want to serve from PHP? $30/year is $2.5/month for a TB, which is very difficult even on a yearly plan. I don't know of anyone who is offering that right now, though it has happened a few times during promotions like Black Friday (time4vps.eu came close on a 2 year plan).
$5/month is doable, e.g. Wishosting.com has that on a NAT 3 month plan. SpeedyKVM has $4/month on a 3 year plan. What is your budget really?
