Guess you specs and pricing scheme not reliable even for OVH on that location.
I have had several VPSs in the France and Canada locations on and off since last year, they've had 100% uptime, and custom ISOs on a VPS hosted on an OVH platform is really nice. Network speeds were FASTER than OVH's own VPSs, I even got 300mbps on the $5 VPS once which is amazing.
I have a new VPS in the AU location, and I get the same network speeds and preformance as my dedicated server in the same location, there is no throttling or anything going on, I get the same pings and latency, and speedtests in the 200mbps range as well as 100% uptime too.
Overall I can vouch for c38.host as being a reliable, fast and awesome performance for your money "low-end" host.
