Would this be possible for a couple of dollars yearly? 2-3 dollar paid annually. If not, what would you get for this pricepoint?

Cheapest is 5,50EUR, MegaVZ which is instock, otherwise xvmlabs but its not for productive use.

Cheapest yearlys are VPS from LES (multiple companies). No dedicated IPv4, 20 NAT ports instead.
Unless you want to go with hostrail/budgetgeek.
Well if going up to 4$ dollar yearly will solve the problems then that's acceptable.
@Joodle your 256/128mb offer would be acceptable given that I could have ivp4. Same budget tho

Take a look at IPSystems (aff link) too. They offer affordable VPS with multi IPv4 in Dallas.
Your best luck is BudgetVZ for a really low cost dedicated IP in USA.
