There is no mention on when it's released so you need to check yourself.
Free comes with php but no mysql and when availble will be in Florida, US.

Most people here have internet access at home and a running computer already so it is "essentially" no extra expense to them. I'm not suggesting it, a VPS is a far far better option, but you specified "cost-less" in your OP post. A VPS is not cost-less.
