But i guess you can ping various places from your home internet and see which is closest.
Or you can use http://just-ping.com to ping some IPs in Pakistan.
Europe, Amsterdam frankfurt or London would be the best options

Yes OVH Roubaix or Strasbourg would be your best choice in terms of latency. A VPS a host with Accelerated.de DC would also be fine but if you choose OVH please keep the these things in mind:
First make an account & ask their support for account validation & VAT removal & do not order until that is done.
This process can take a few days so if you are in hurry better go with some OVH reseller.
Do not use their classic VPS but go for their Cloud VPS instead as it has much better performance
Runabove.com (an OVH brand) has better offers and doesnt ask for identity verification, just a paypal verified account
PayPal is not available in Pakistan yet.

Depends on your ISP. You can get 60-70ms to Dubai from most cities if you are using an ISP that gets transit from Transworld (worldcall, qubee, witribe, etc). Not sure of any budget VPS providers in Dubai.
Singapore is ~80ms from Karachi and 130-150ms from other cities if you are on PTCL. DigitalOcean is on the same IX in Singapore that PTCL is on (Equinix), so it is a perfect option for a budget server.
He would get 300+ ms from Singapore, don't why it is so as it should 3 times less than that. UAE & KSA would give him much better ping but hey would get 1 GB RAM 50 GB disk & 20 GB traffic there for like $50+
So in the end his best options would be France or Germany.

Not on PTCL, at least not on DigitalOcean or any other provider that is on Equinix IX in Singapore. speedtest-sgp1.digitalocean.com will give you 80ms in Karachi and 130-150ms in Lahore/Islamabad/Rawalpindi. It may be different in other cities. During some peak times, the ping goes around 50ms higher so it can be 130ms in Karachi and 200ms in Lahore/Islamabad.
Worldcall (and I suppose all other ISPs), which are on Transworld, will give you 60-70ms to Dubai. You can ping 185.25.183.1 for example. Sadly, it will give you 350ms on PTCL. Saying that UAE/KSA will be better is not entirely correct. It would depend whether you are on PTCL or Transworld.
Once again, this is the case for major cities. I have tested Karachi, Lahore, Islamabad and Rawalpindi, I cannot say for sure about the rest of the cities but I doubt it will be different.

You should thank PTCL's professional network engineers for that. They are really the best. /sarcasm
But this happens only sometimes. Try it at 4-5 am and you should see ~150ms. And this happens for a few days per month, it is generally between 130 to 150ms.
I would agree with you if we were having this discussion 6 months ago. They've gotten much better now. Same packages/pricing as PTCL, etc and their service is "good enough" when it works, similar to PTCL. But any ISP using Transworld should work for Dubai, including witribe, qubee and the other small lot.
Either way, I'd say Dubai (for Transworld) and Singapore (for PTCL) are better options than Europe, which would come as the second best. It's sad how India is "so close, yet so far away".

this. lack of competition in international bandwidth links. it's a problem throughout asia. you have control freak governments that make matters worse as well.
One of the main reasons is expensive bandwidth & of course there are other reasons as well which have already been mentioned above by @Abdussamad
