Host yourself in Panama or south end of USA
Any vps from following data center work to south america:
1) .Miami, FL
2). Atlanta
3). San Diego, CA
4).Los Angeles, CA (not sure)
Try to ping the IP of the offering VPS that are located and above location.
Afaik the best for Southamerica is Florida

I"m sorry but why would I put a vps in Florida and expect it to work well in Central and South America? Rumor has it there's a big puddle of water between the three.
California I can see. To be honest though, I'd be looking at Mexico City (There's got to be at least one cheap datacenter down there) or some where in Argentina or Brazil.

Take a look at that map and see how little is coming out of California and Florida and headed south.
Heck, California only has a single line.
I'd rather have something on site then relying on a single line.

No @drmike, unfortunately we don't have any datacenter in Mexico. AFAIK. (Or at least commercial). And ALL of our fu****g routes go via USA.

@drmike: Miami is a great location for Latin America. We have a lot of clients from Brazil, Peru and surrounding countries. They are extremely happy with their connectivity. Almost all traffic to the US goes through Miami for them. This is exactly the reason we put our cloud there.
