Jesus f*cking Christ. It's the same with any VPS or even any dedicated server. If you throw enough load at them, they go down. How often will you repeat the same uneducated and redundant information again? Are you trapped in some kind of "I know something"-loop?

If the load gets to 9, most likely they are restarting the VM due to abuse.

The HostUS plan isn't $2 cheaper. Both plans are $10 when paid annually. Dacentec's plan also gives 5 GB more disk space.

Their cpu overage fees are ridiculous.
I don't think it's really an overage fee. It's just limited, and if you want to use more CPU you pay to do so when you order to avoid having your service suspended. If you want to use a lot of CPU power, you have to pay. Nothing unusual about that.
well, just another choice, 256RAM or 5GB disk, plus multi locations?

OK so I moved my website to this $1 plan and when I was transferring about 20GB of data the 5 minute CPU stayed at 1.09 for about 30 minutes and didn't get suspended as someone was fearing... I guess it just needs to be like that for a long time or must be a trend of your usage to get suspended.

my experience is from dacentec vps to another vps.
@hostnoob You only got 10 MB/s, is your remote Server's Network capped to 100 Mbit/s ?
100mbit = 12.5MB/s
