Since you did not mention any specs I recommend to go with the server auctions of Hetzner. Plenty of space, dedicates machines and best value for money. I provide media to over 10+ people and had no problem with them. Just keep an eye on the HDDs, they are old.

OP @knopix80 are you going to be transcoding? in which case i would avoid any E5 offers as they have terrible single thread performance usually and go for i series or E3
Plex is not single threaded, so its more about the overal CPU power/performance than E5 vs E3, some of the E5's can match an E3 in transcoding perfectly fine.

Depends how you set it up, but it's always better on single threaded machine. and those E5's which compete with the E3 are basically no different(quad core,8 thread etc) makes me wonder why intel even made them..
take it in mind for any decent transcoding he could do with 1 E3 but maybe 2 or 3 E5's
1 Core E3 vs 2 Core E5 with Plex, an E5 will always beat the performance, OP will struggle to find in the cost for an E3 due to the smaller client/server ratio a E3 limit's.
The E5-2660V3 (2.6GHZ) we use for example have absolutely no issue with Plex transcoding, however yes core to core a decent E3 will be slightly ahead. However normally come at a higher cost to the end user.
