I had a pretty good experience with FirstVDS.
Although while you get 100mbps in Russia, network performance isn't that great outside of Russia

Stay away from fastvps.ru, rusonyx.ru, clodo.ru, hostkey.ru/com. reg.ru is fine, but their network capped on VPS'es to around 20 mbps as i remember. Know nothing about vstoike.ru but i recommend to avoid non-Moscow locations if you don't target local market in some town.

Russia is not an isolated country. Plenty of MLATs had been signed with many nations around the world. You would need to clarify from who are you expecting such "requests" and what kind of content are you intending to host or transmit.
And a public forum is probably not the best place to ask, too.
That's fine, its not for anything illegal. I just expect an host to be serious and not give away everything he has on file because some forum user added to a forum message a link to copyrighted material (as it happens a lot and some hosts don't like that much nowadays) user generated content is no problem if your name is google or facebook, if it's a small website and you didn't choose well enough your host it's not the same story.
I felt like Russia was somewhat lenient on that, and felt like it could be a nice place to host as it's close to EU. But I might be mistaken.
No serious host would do that. In many places is illegal to do so.
Generalizing, Russia is not the best place to host user generated content.
Again, depending on which content. For example, copyright is not a big problem for many ISPs, but free speech, drug or porn related content are a very different story.
