I don't believe you'll get anything stable for that price & spec
By stable i mean at least 2-3months uptime...not a week or two like the one I have now
Not sure if this might work for you, but we do 512 MB of RAM at €3.7/mo (approx. $50/year) - you are however billed on a hourly basis, so you may cancel it whenever you don't need it, and spin it up again later whenever you do. So maybe if you aren't going to use it for the whole year, you can cancel it in between to save the credits. I know this is not close to your desired specifications or budget, but it's only a suggestion. We'll be happy to give out a trial first, of course.
