You should check out Dacentec, I've had nothing but great experiences with them. I haven't personally used Delimiter's dedicated servers but people say great things about them so check them out too.
Do they have any setup fees?

+1 for dacentec from me as well, their support is not anything less than what you get with high end premium products.
Will be possible to add some Ips?
@findoutmyplace - Yes, you can add IPs for $1/IP/month
Will be possible to do justification with them and use them to create vps?
@findoutmyplace - you can order /29 or /28 and use them for VPS. Most customers order a subnet for exactly that reason.
How much for /28? Is it possible to upgrade later?
/28 = 16 IPs 13 useable. 1 x 16 = $16
@findoutmyplace - you can start with /29 then add another /29 later or hand back the /29 and upgrade to /28. The cost is the same.
So 5 usable, means 4 vps + 1 for server?

So it's absolutely impossible to create 5 vps of 8gb? 4x 1.5gb one 2 GB?
Unless you use NAT, yes, impossible with a /29.
What is the maximum block for ipv4?
For what, in general or on Delimiter? IPv4 can go up to /0 which would be the entire IPv4 space....

yes, it is possible with NAT. do some google-ing and find out how.
