Looking for a cheap/budget US Dedicated.

I'm looking for a Dedicated US server in Texas. Other US Locations are acceptable but Texas prefered. (I'm also open to non-US locations but I'm primarily after US TX replacement)
- What I want:
- CPU: Anything as it's not important
- Ram: 512MB+
- HDD: 1TB+ (500Gb+ Minimum)
- BW: 10TB+ (Minimum) @ 1Gbit burstable (or 100Mbps dedicated)
- IP: 1x IPv4
My Budget:
I have a budget of $20/mo and I know it's tight but I'm hoping the much less needed physical requirements of CPU/RAM can compensate. I'm willing to pay up to 3 months in advance and extra for unmetered & dedicated 100Mbps. I'm also willing to negotiate on specs.
Server must allow IRC and Torrents, it'll mostly be used as a backup storage server with ftp and small website. Also must accept Paypal.
I know some of you might suggest VPS offers and I'm happy with those, but I need at least 10TB/mo for the price, I also need at least 100Mbps dedicated. So if you can offer that, it's great.

I'm tempted to get one of these bersy, thank you. But I'm going to hold out for a while to see if anyone can offer me something similar in Texas.
Looking through it all they do seem pretty great, the Delimiter offer is nice but I'd prefer something pre-setup and what not.

That would be like $80 minimum just for the bandwidth. I understand you don't really want to pay for a dedicated line and just want to be able to saturate 100 megabits if you need to, but it's different.
Is that 2005?
No, I just don't need a pointlessly large amount of RAM for what I need to run, 512MB is more than enough to suffice, anything else is just a pleasant bonus.
