BW is also not cheap, even in Athens.

Well, minimum wage if you don't qualify for one of the exemptions (family business, located on a remote island, friend knows someone in government - yes, really, and alike) is 683,76EUR - Low but not as low as like Bulgarias insane 190EUR.
Minimum wages don't matter. Sure, you could hire someone at the very low minimum wage, but they can't do anything valuable, except maybe to sweep the streets or carry bricks. And even then you'd have to watch and yell at them all day to make sure they do their job.

Thats not how Iceland works, BW goes 95% to Europe and the ping via Canada for US is fairly slow as well.

Not true. Labor is one of the cheaper in eurozone. Lowest salary is 468€ (with taxes included, not clear money in the hand) when in 2009 was 786€... If you compare it with Germany, France, Austria, Netherlands or even Italy, the lowest salary in Greece is 40-70% less!
As of average salary, is no more than 500-600 euro. Also, in BUlgaria, the average salary is not 190€ (it depends on what part of country you live and the cost of life there is significant lower than GR, but this is really another discussion).
Not really. medium to big companies (and I do not mean hudge, like a factory) can benefit from special agreements for cheap energy and there are some eu funding for starting up companies in technology field. This funding can include also labor costs!
This is true. BW in Greece is not cheap compared to NL or FR, but yet, not so expensive compared to "exotic" countries.
@William Also, there are some datacenters big enough in Greece, but even companies with racks there, even if they sell vps, in reality their main targeting are big companies for needs other than simple hosting.
There are three providers that offers 1GB ram / 1-2 vcpu's / 1TB Traffic from Greek ISPs (OTEnet - the biggest one in Balkans or CYTA - a Cypriot-Greek company with owned fiber network) with a price range of 9-12€.
But most of the well-known in Greece hosting providers focus on shared hosting and their vps/dedi prices are insane! For example, easy.gr offers for 3-month contract 1GB Ram, 10 GB SSH, 1 CPU, 3Mbps guarantee BW the price of... 340€ in a Greek datacenter and 250€ in a european one!
