My MNZ, US Netcup RS 1000 G11 server seems cut off from internet, no network on it at all, inbound or outbound. I can see it fine on servercontrolpanel.de console. I even rebooted it, still nothing.

Netcup is an option, but I see they have 1/2/5 gbps. We don't consume a lot of bandwidth, but prefer speed to reduce I/O latency for data access.

Can we install Windows Server on the VPS? Does it have a VNC terminal in the control panel like netcup etc.?

Yes and no, I even experience this with providers like Hetzner, OVH, Netcup, GreenCloudVPS, 24fire and more. I would hope that support answers consistently, but that just doesn't work, sure to a point
