CRServers (Costa Rica, Xen) and Offshore Racks (Panama, KVM) are pretty good. Doubt they do 64 or even 128 MB VPS, though. Maybe if you ask nicely.
I'm from Chile, and EDIS by far is the worse company of all, their network speed are a shame... less than ~3mbps per VM, even though they offer 100mbps connection on their webpage, I wouldn't recommend them.
But talking about Chilean servers, they are PRETTY expensive, more than HK, JP or AU. If you want quality and unmetered bandwidth go with https://www.hostname.cl/servidores-vps they offer a small VPS for ~33usd
That's central america though.
@Felipe - thanks for the recommendation but $33 USD /month for 256mb is really really expensive, even if it's South America.
And why not Brazil? Biggest market by far and good connectivity all around SA. Not to mention much cheaper than other alternatives therearound. Hence my question
