EDIT: I personally use ServerBear (although sparely due to being very resource intensive). Good all around tests in a nice script.

... why do LET customers continue to abuse providers nodes by "testing" them (over and over and over and over again, sometimes as bad as every minute via cron...)
Because that's the only thing to do when you buy VPSes you don't need.
