If you want a personal server then go for a XEN/KVM Virtualization VPS
dedicated servers are for people who need extra power fully dedicated to them.
Whats your budget?
Well if its a VPS I can pay $10 - $12.
For dedi I can pay whatever is cheapest. Cant afford something big at the moment.

but at the moment i do not know any decent providers that can offer a free or paid windows license within their vps package that are in the EU.
If you really need windows then you will be paying alot more than you would be for a linux vps.
I'm pretty sure someone else can help you out.
