Looking for LEB KVM at affordable cost
I'm looking for a provider that could sell me a KVM VPS (that I can install my legit windows server on) and has the following requirements:
CPU cores: at least 2
RAM: at least 2 GB
HDD at least 20 GB
Price: less than 12 USD/month
EU based
I'm looking for a Windows VPS, so if someone's got an offer apart from KVM, it's more than welcome to share it with me.
I'd really appreciate if you could help me out!

The only problem with INIZ is that they don't allow Windows on their KVM plans

You can scale as and when required. Maybe use 2G Instance for the heavy traffic times and 1G instance for low traffic times. You have an API to do that.
However you can also use the instances as a regular VPS.
You can also turn it of when not needed. You will then pay only for the storage. For windows, here is a tutorial: http://board.prometeus.net/viewtopic.php?f=8&t=1372
