You're probably gonna want to need low latency for that but you didn't specify your location.
There was a thread for a Hetzner one a few days ago but that's probably gone by now, you can also try asking @lentro.
Maybe a Xeon E3-1275v5 ( Intel® HD Graphics P530) fits you?

The company I work at (FluidStack) aggregates high end GPU servers from a bunch of different data centers to resell to businesses. These are mostly V100s, A100s, and Quadros that aren't very useful in cloud gaming. 2080 Tis and 3090s in Europe aren't available at the moment, but it might be worth taking a look: https://infinity.fluidstack.io/order
Tried Paperspace? It's on Amsterdam, so not sure of the latency, but it's hourly billed for a reasonable price, and includes Windows license as well. You could also try GeForce Now or shadow.tech

i think is better to use Nvidia or other cloud gaming provider. A dedicated server with GPU dedicated, cost a lot
EC2 is great for gaming and you can pay by the hour, powering off when not in use. Just pay for persistent storage. Paperspace is the same story but less complexity. Use Parsec with either, though Rainway may be stepping up as a challenger.
