If this is your first time using a seedbox I would recommend a provider that specializes in it. I have had good success with PulsedMedia. They have some Holiday specials going right now.

Why not build one yourself? It is not hard to do so. Need a VPS with whatever disk you want and then install Deluged, Deluge-web, SSH. Secure all ports and you are in business.
I have done it many times over on different locations and all work flowlessly. If you want another layer of protection then buy service from VPN provider. Install the VPN client on the VPS and now traffic is routed via VPN. Also you can use the SOCKS proxy end points directly in the deluge that VPS providers offer.
You need clean/residential IP that's not blacklisted by your private tracker.
That is the different problem related to Tracker not the technology. OP didn't mention anything about the IP restriction.
Yes, but OP wants a seedbox and it's a fair consideration.
However, some trackers have you register the IP so that sort of moots that point...depends on which trackers you use.
I have used both UltraSeedbox and PulsedMedia and both are good. US had a spectacular outage last year but they credited accounts, etc.

funny, i had it running for almost 6 months
and oracle called me personally for advices on improvement
never had any issue and even the premium instance had not been claimed, almost 4 months lapsed
and i run xmrig on that instance
dont comment without actually experience or your account simply too dodgy and oracle had shut it down
