  https://ipinfo.io/ -- depending on the kind of accuracy you are looking, but they at least have a free plan for up to 50k requests per month

  but no proxy detection, only ip lookup is free

  IP2Proxy API detects both VPN and residential proxy IP address.

  It is not free but worth to take a look.

  Do not use this for your IP Databases, please. They are extremely innacurate and they ignore updates from ISPs.
