Perhaps https://archive.org/web/ and also you could work with your provider so that if TOS is modified you're notified. Sometimes, providers once logged into the portal will require you to accept the recent modifications. It's a good idea to speak with your current provider on how they handle TOS modifications and end-user notifications.

I'd guess there would be a lot of false positives as banners change, etc. Some sites have a side bar with their twitter feed or latest blog post.
I think a better question here is; Why would you host with a provider that you fear may secretly change a TOS without informing you? If you don't trust the provider to communicate a change to the TOS, than likely they aren't worth the money you are spending on them.
ToS changes are rarely communicated in my experience. In fact I've only ever seen it communicated on major changes from large players. Smaller players who are unlikely to be able to enforce most of their ToS are also less likely (to have legal advisors telling them) to get their customers to agree (make enforcable) to any new modifications.
Further while I bet while some customers would appreciate the email, others would complain about being "spammed". Most ToS changes are pretty mundane anyway. Most recently for example we defined explicitly the capability of a Business account, something that applies to less than 1% of all customer accounts. Normally communicated to those receiving the status now made explicit.
I'd argue that if you are worried about the unfair ToS changes you should already be leaving the provider. You clearly don't trust them.
It is not only trust question. Even big provider change their ToS frequently and it is possible that something was allowed in previous version of ToS from some day can become disallowed. Also in most case provider list term in their oferta that terms and condition can be changed anytime and such changes should be listed on site only and without any notification. So it is customer responsibility to check ToS periodically on provider site. So setting monitoring on ToS page is actual if customer worry about good relation with provider.
