US Targeting Chinese Carriers: Expansion of the Clean Network to Safeguard America’s Assets

The Clean Network program is the Trump Administration’s comprehensive approach to guarding our citizens’ privacy and our companies’ most sensitive information from aggressive intrusions by malign actors, such as the Chinese Communist Party (CCP). Today, I am announcing the launch of five new lines of effort to protect America’s critical telecommunications and technology infrastructure.

These programs are rooted in internationally accepted digital trust standards and built upon the 5G Clean Path initiative, announced on April 29, 2020, to secure data traveling on 5G networks into U.S. diplomatic facilities overseas and within the United States.

The five new lines of effort for the Clean Network are as follows:

Clean Carrier: To ensure untrusted People’s Republic of China (PRC) carriers are not connected with U.S. telecommunications networks. Such companies pose a danger to U.S. national security and should not provide international telecommunications services to and from the United States.
Clean Store: To remove untrusted applications from U.S. mobile app stores. PRC apps threaten our privacy, proliferate viruses, and spread propaganda and disinformation. American’s most sensitive personal and business information must be protected on their mobile phones from exploitation and theft for the CCP’s benefit.
Clean Apps: To prevent untrusted PRC smartphone manufacturers from pre-installing –or otherwise making available for download – trusted apps on their apps store. Huawei, an arm of the PRC surveillance state, is trading on the innovations and reputations of leading U.S. and foreign companies. These companies should remove their apps from Huawei’s app store to ensure they are not partnering with a human rights abuser.
Clean Cloud: To prevent U.S. citizens’ most sensitive personal information and our businesses’ most valuable intellectual property, including COVID-19 vaccine research, from being stored and processed on cloud-based systems accessible to our foreign adversaries through companies such as Alibaba, Baidu, and Tencent.
Clean Cable: To ensure the undersea cables connecting our country to the global internet are not subverted for intelligence gathering by the PRC at hyper scale. We will also work with foreign partners to ensure that undersea cables around the world aren’t similarly subject to compromise.
Momentum for the Clean Network program is growing. More than thirty countries and territories are now Clean Countries, and many of the world’s biggest telecommunications companies are Clean Telcos. All have committed to exclusively using trusted vendors in their Clean Networks.

The United States calls on our allies and partners in government and industry around the world to join the growing tide to secure our data from the CCP’s surveillance state and other malign entities. Building a Clean fortress around our citizens’ data will ensure all of our nations’ security.

    Not really.

    This is more like building your own private highway and not allowing the Chinese anywhere near construction.

    This is effectively doing that though. Like in a conceptual sense, there really isn't much difference. The GFW is just "protecting" a private highway. The internet isn't made to be a private highway. The point is to allow international communication, irrespective of location.

    At the least, there will be transparency,Unlike on the not so great GFW.

    It's hard to blame China for not having freedom of speech if you are actively blocking their citizens from being able to speak.

    This is the kind of way China would frame the GFW... Protecting Citizens...

    I don't really support any gov't getting involved in censorship, as then there is the question of where censorship ends.

    Least we can do as a “thanks for lying about COVID-19.” I’d prefer a swift kick in the nuts to all of their government officials, strong enough to make sure they can’t have kids, but a middle finger will do.

    It kinda is though, and there is nothing wrong with that. Remember that GFW is just a network edge filter that may or may not be used to censor speech.

    Some of the more conservative countries have a GFW lite used to censor porn for example.

    I for one am glad of this development. If several other countries like Russia are outside of this filter, even better. It makes mitigating D/DOS attacks somewhat easier now that the top 2 source countries are outside of the edge filter.

    Will it be the same internet after this...I don't know. But knowing some of the sh*t I've had to deal with over years, the internet is due for some makeover.

    China lied about covid by downplaying its severity. There are those outside of China doing the same, even after knowing all the facts.

    The side that's mad about China for downplaying covid is usually the side that comes to the defense of western figures doing the same thing (usually tilted a certain way politically). There are exceptions of course. Kinda like setting a standard and immediately failing it.

    Cute. As usual many confuse "what Americans say China said and did" with "what China really said and did" (or not).

    But don't get me wrong, I'm not at all fighting about/against that "clean network" thingy, actually I find it amusing, although probably quite a bit less amusing than the american reaction to the coming chinese reaction will be.

    AFAIC I'm neither pro nor anti China or USA - I'm pro real fairness and a really same level playing field (which I guess both sides don't offer).

  • OK. This is the ultimate popcorn drama.

    • corporations want to control the internet (just like Google tries to create psychological profiles, promote search results, and force SSL to increase sales)
    • states want to control internet (GFW, Russia firewall, now USA)
    • secret agencies (NSA, CIA, whatever) want to control internet with trojans forcefully installed on operating system.

    Solution: we need to create a new internet inside this clean internet, and we need to do it fast. VPNs will soon have an end, and Tor Project will soon be blocked by countries blacklisting exit nodes at T1/T2 level.

    Let's not go that far. Let's not be that pessimistic. If they would spy us like you insinuate, there would be no need for such laws and firewalls and official attempts to limit internet. VPN protocols are still open source and use open-source encryption, until they decide to fully ban the protocols themselves.

    On a more serious note: Cisco and Juniper seem to have a race who had the sh_ttier code and more security problems while Huawei seems to have far less security problems. But that might also, at least in part, be due to Huawei equipment being less frequently used at least in western countries.

  • I prefer my information goes to CIA , Google what so ever at least US has a little decency not the barbaric Chinese Government. NO and I will fight a good fight all my life against the Chinese. I do not buy Chinese food even for my dog

  • Actually, I was wrong. I have 4 Huawei products right now. Forgot to count a band and a backpack. If anyone wants to spy on me, oh well, go ahead, be it USA or anyone else really. The US bans just made me read more about the products chinese companies offer, and it helped me to find the phone I always wanted. :)

  • I read somewhere the GFW is simply some high end Huawei cluster routers/security inspection gateways (SIG) that are actually in the West (Equinix San Jose, LA, One Wilshire LA). They filter on US soil because there's latency problems if you filter it in China. It looks like the US gov is stopping ALL US IP transit sales to China? All this will do is for China to increase its IP Transit from Europe via Singapore/Cairo or the low latency trans-Russian route which is more expensive. I thought US intelligence gets a good reading of Chinese internet traffic at the source in California? Damn.
