$15/Month for this is going to be tough - how flexible are you on the resources?
We can do 8 GB 1Gbps unmetered close to this budget DISCORDLET is the coupon.
With Contabo VPS L SSD (14.99 EUR / month), you can get 8 core and 30GB RAM.
But since this is for conference call, I guess you need a server that close with the audience? Currently they have DC in Germany and US (Missouri).

I can offer you in NJ
Xeon E5-2630V2
4 Cores
16 GB
50GB SSD
Unmetered Bandwidth 1gigabit Port
VMware platform (VT-x/AMD-V)
1 Ipv4
$15 /month
Location matters for video conferencing. Where are most of the users going to be from?
1gbps is not going to matter much if your latency is over 180ms
India . 100% from india only
Then it's really tough to fit in your budget as in India Bandwidth cost is too high. Then provider have to pay for hardware as well.
Try to contact @leapswitch they may have something for you.
Thank you . You can take a look at our VPSes in Mumbai here - https://leapswitch.com/mumbai-india/unmanaged-vps-hosting/linux.php
We also offer one-click Jitsi
https://cloudjiffy.com/solutions/jitsi
It is free for 2 months in our USA and Germany locations, or pay for consumption in India location.

Wow
Does your Jitsi hosting provide call recording using jibri ?
On CloudJiffy, call recording is not inbuilt but can be added on request on our non-trial plans.
If 16,50€ is also fine, we could maybe help:
